the rich text html needs to be in a div not a textarea

I managed to fix the problem with angle brackets.
Rather than putting the HTML in a <textarea> put it in a <div>
(from the CKeditor version:
&DOMINO_CTRL_BODY;<div class="domino-richtext"><div name="tb&DOMINO_CTRL_FLDNAME;" id="tb&DOMINO_CTRL_FLDNAME;">&DOMINO_CTRL_FLDVALUE;</div></div>

The dojo 1.4.3 template uses textarea so you are probably seeing the phenomenon with the dojo editor too.
With 8.5.3 there is a newer dojo and the template was switched to use DIV
